Thought the USA refuses to recognize this union, from what I've seen on the internet they consider themselves united. Respective capitals, Belgrade and Podgorica. George

That's news to me. I thought that the official full name of the union was still the Federal Republic of Yugoslavia (in English translation). But rather than worry about the politics of this, I'd rather do whatever ISO 3166 does. I just checked http://www.iso.org/iso/en/prods-services/iso3166ma/02iso-3166-code-lists/lis... (dated 2002-02-20) and I see that it still lists "Yugoslavia" as the English short name for that country.
