I assert that by "number" they meant "natural number" rather than "integer" (or complex number, or rational number, or real number). The fact that it is a number of characters implies it is an integer. The fact that it is a number of characters that separates something implies it is nonzero and positive. "number" by itself is defined by context. No-one would imagine that this includes non-integers or negative numbers or complex numbers. Not even in your wildest fantasies did you claim there may be sqrt(2)+pi*i spaces, even though that is a number.
If people would like to argue with Tobias Conradi on his separate tzdb mailing list or reply to his private replies to people on this list, well, I suppose everyone needs a hobby. But could people please not cc tz@iana.org on all of these discussions with him? For those who may not be aware of the history here, he was banned from the mailing list after an extended period of refusing to ever let anyone have the last word about anything ever (which then descended into other ugliness). None of his messages are accepted by the list. However, he continues to send private replies to people with the list cc'd so that, if that person sends a wide reply, both their message and his message (quoted) go back to the list. This has the effect of letting him bypass the mailing list ban. I believe he was banned for 6 months over 6 months ago. Supposedly that ended a few weeks ago, and I thought it had since I had seen his name on a few messages. My understanding is that his block expires on November 4.
He posted to the list on September 4: http://mm.icann.org/pipermail/tz/2013-September/019929.html This is the same email address he was using in May when you blocked him. If you made a mistake in the block expiration and had to re-block him, it probably would have been better to say so. Otherwise it appears he was unblocked (He did mention he was appealing the block) and then summarily reblocked.

That flags up another 'problem' with the way these list style email groups work. My own method of working strips all the extra email addresses and just replies to the list. Which is probably what is happening when I reply ...
