tzdata for Switzerland 1940 - 1942 probably incorrect - PS

I forgot to correct the begin times. These must be according to the meteorological federal office: The rules must be changed to Rule Swiss 1941 1942 - May Mon>=1 1:00 1:00 S Rule Swiss 1941 1942 - Oct Mon>=1 2:00 0 - or made explicit for these two years, 1941 and 1942. The rule for 1940 must be deleted. I have reviewed today all printed book sources regarding DST in Switzerland in 1941 and 1942. There is inconsistency regarding the clock time of the change. I am going to dig in newspaper archives to read the original government rules (Verordnung des Bundesrats) and report back once this is done.
