Thanks for the corrections. The wrong data came from Shanks. The CIA <https://www.cia.gov/cia/publications/factbook/appendix/appendix-f.html> nearly agrees with you, except they give +4226+01916 for Podgorica. <http://en.wikipedia.org/wiki/Podgorica> gives +422812+0191648, but that doesn't seem quite right either. I think I'll go with the CIA in my next proposed patch.

Another good reference is the GeoNames server. <http://gnswww.nga.mil/geonames/GNS/index.jsp> It produces for Podgorica (Titograd): 42° 26' 28" N 019° 15' 49" E
