I am afraid I have to challenge the entry Zone America/Indiana/Tell_City -5:47:03 - LMT 1883 Nov 18 12:12:57 -6:00 US C%sT 1946 -6:00 Perry C%sT 1964 Apr 26 2:00 -5:00 - EST 1969 -5:00 US E%sT 1971 -5:00 - EST 2006 Apr 2 2:00 -6:00 US C%sT It conflicts with Shanks for 1967-169, and therefore I checked newspaper archives. The Indianapolis News, Friday 27 October 1967 states that Perry County returned to CST. It went again to EST on 27 April 1969, as documented by the Indianapolis star of Saturday 26 April. Thanks for the heads-up. I guess I copied the wrong table from Shanks, as there were other disagreements in the 1946-1969 data for Perry County, Indiana. Sorry about causing you trouble. I installed the attached. Shanks and your newspaper accounts agree that Perry County's April 1969 transition was by two hours, from CST (-06) to EDT (-04). The blurb on Shanks's International Atlas (3rd edition) says he was "Born in Lima, Ohio at 2:55 EWT on April 9, 1942" and he had access to major libraries during his education at Ohio State, the University of Michigan, and the University of Chicago, so it shouldn't be surprising if his data about the US Midwest is more reliable.
