Here are proposed changes for for the following countries, taken from the changes in the 1997-02 IATA tables reported by Gwillim Law. Brazil Cuba Libya Mongolia New Caledonia Paraguay Sri Lanka [with transition time found via Deja News] This change also incorporates the simpler (and hopefully more accurate) prediction for Israel that I mentioned earlier on this list.
