Istanbul fix for 1986-2006
Hi! I've been looking at DST rules of Turkey, and I run into a few issues. 1) For 1986-2006, DST started at 01:00 local and ended at 02:00 local, with no exceptions. 2) 1994's lastSun was overridden with Mar 20, which was not reflected. Thanks for the corrections, and for all that work in getting the government sources. I am attaching a proposed patch to the tz data to incorporate these fixes. I have installed this in the development repository on GitHub.
