proposed time zone package changes: Pakistan DST end; Argentina comment

Below find proposed time zone packages for "asia" (end of DST in Pakistan in 2009, as provided by Petr Machata with very slight normalization) and "southamerica" (adding comments on the situation in Argentina for 2009-2010 from Alexander Krivenyshev and yours truly). According to the Daily Star, Bangladesh will set back clocks on October 1: http://www.thedailystar.net/newDesign/news-details.php?nid=106861 "Clock goes back an hour on October 1 as the Daylight Saving Time (DST) scheme for this year ends on September 30." Bangladesh won't go back to Standard Time from October 1, 2009, instead it will continue DST measure till the cabinet makes a fresh decision. It is claiming that from 15 Oct 1931 to 21 Mar 1932, La Paz, Bolivia, was observing a clock offset of one hour relative to their normal local meridian time. For those five months their clocks were set 3:32:36 behind GMT. Then, on 21 Mar 1932 Bolivia changed to use a standard time offset of 4 hours behind GMT (or UTC, as the case may be), and has not changed since. --Ken Pizzini
