Your updated data for Asia/Hebron don't contain transition from DST during Ramadan in 2011. Is this intentional? It says so here that DST stopped for Ramadan in West Bank, though it didn't in Gaza: http://www.timeanddate.com/news/time/gaza-dst-2011.html It also moved DST start in 2010 from Mar 27 00:01 to Mar 26 02:00 (both local times)--i.e. to the same point where Asia/Gaza transitioned. I have spent some time looking through our tables and our articles, and I could not really find any disagreement, but I did see that we did not document the Gaza DST start date in 2011 (the article just told about the West Bank, not about Gaza), so I had to dig into why. Through researching some Gaza news sources, it seems Gaza started DST on 2011-04-01, just like Hebron (West Bank) did. So we were probably wrong by one date here, and tzdata is based on our dates for 2011, so needs the same update. Here's a proposed update to the tz database for Palestine that takes the comments of Petr Machata and Steffen Thorsen into account. This supersedes my earlier proposal in <http://mm.icann.org/pipermail/tz/2013-March/018813.html>; that is, it contains a single combined patch. I'd like to push this out the door fairly soon, since the current time stamps are wrong for Palestine. I'll also propose a simple patch for the Macquarie country-code bug.
