So, there was a little troubles for our linux users, and I get out with patch to make the file /usr/share/zoneinfo/Asia/Almaty correct. The patch also, adjust other cities of Kazakhstan. Thanks for the heads-up. I proposed a patch to tzdata to handle this (and a couple of other issues), and the updated files should appear soon.
