I agree It had to be done years ago.
From the Paul Eggart response " That was an error on my part. The list is being moderated to suppress spam by people who are repeatedly lobbying for the spelling change. I forgot that, and cc'ed to the list. I should have just replied to you privately." I assume he has hundreds of such requests and answers them privately, without informing the community. Kiev is an error and has to be corrected to Kyiv.
