Bulletin Horaire, vol. 4, no. 70 has a synopsis of time-related activities at the 4th General Assembly of the IAU at Cambridge Massachusetts in 1932. Page 399 has the end of the Commission 31 (Time) meeting where Kiyofuso Sotome, director of Tokyo Astronomical Observatory, proposed two items not on the printed agenda. Item 2 was "Immediate abolition of the Summer Time."
