We have been in contact with the government of Samoa again, and received
the following info:
"Cabinet has now approved Daylight Saving to be effected next year commencing from the last Sunday of September 2010 and conclude first Sunday of April 2011."

Samoa's Daylight Saving Time Act 2009 is available here, but does not contain any dates: http://www.parliament.gov.ws/documents/acts/Daylight%20Saving%20Act% 20%202009%20%28English%29%20-%20Final%207-7-091.pdf

The Samoan DST act reads (in part): "A daylight saving period declared under subsection (1)(c) shall start and end at a specified time that is between midnight on a Saturday and 6 a.m. on a Sunday." Does anyone have information on the hours when Samoa plans to turns its clocks forward and back? --ado -----Original Message----- From: yoshito_umaoka@us.ibm.com [mailto:yoshito_umaoka@us.ibm.com] Sent: Monday, February 22, 2010 3:49 To: tz@lecserver.nci.nih.gov Subject: Fw: Samoa DST postponed to 2010 I'm wondering when the update below will be done in the tz database. Does anyone have information on whether Samoa did or did not actually observe DST in 2009? Thanks for any light you can shed. --ado -----Original Message----- From: Olson, Arthur David (NIH/NCI) [E] Sent: Monday, February 22, 2010 3:57 To: 'tz@elsie.nci.nih.gov' Subject: RE: Samoa DST postponed to 2010 The Samoan DST act reads (in part): "A daylight saving period declared under subsection (1)(c) shall start and end at a specified time that is between midnight on a Saturday and 6 a.m. on a Sunday."
