Hello,
I have been working on time zones at Rogue Wave Software, and on locale support for the ISO/ANSI C++ Standard Library committee. It seems to me that the C++ Library effort offers an excellent place to standardize on a time zone library, as the contents of a class timezone. We are not bound to C Library facilities or conventions, so this is an opportunity to correct old mistakes. (e.g. hidden static variables implied by the interface)
Please forward this to anyone you think might be interested in helping put together a proposal.
