In the tz database, the first entry for Ecuador (the second is for Pacific/Galapagos) is named America/Guayaquil but the capital of Ecuador is Quito not Guayaquil, for the other South America contries always is the capital who is named (America/Santiago, America/Bogota, etc...), so I suggest you change America/Quito for America/Guayaquil.
