It is the best info available at present. My personal guess is that nothing will be changed. I have no idea why it has taken since last September to fail to confirm this directive, nor why it may take until May. The first change from existing practice is not until October 95, when the UK/Eire date is Sun>=22 rather than Sun>=23 so it is probably safe to pass it on, even if you have to correct it later.
