Please check the archives of the tz list, there has been much discussion over the years about Aust timezone names (and their abbreviations) The short answer is that the "Australian Government" (there are actually 8 or 9 of the things, not just one - but the one that you mean) has absolutely nothing to do with timezones in Australia, other than in the ACT (and in practice, not there either) and maybe stretching it, NT. Everywhere else is handled by the state governments. The page you mention is just generic information aimed at providing information for (potential) tourists, and doesn't even claim to have any official status (and isn't even correct if you want to be accurate about it, just close enough for 99.9% of the people who look at it.) If you want the real info, check the various state legislation, and see what the timezones are called there. kre
