Java 6 TZ Updater access is only available via https://support.oracle.com/epmos/faces/DocContentDisplay?id=1412103.2 which may now require an Oracle support contract, and running on MS Windows XP may also only be supported with a contract. Legacy support from any vendor may be expensive. Does your organization not maintain archived copies of older JRE, JDK, and TZ Updater for your legacy environments? Java 7 and 8 TZ updater is available at http://www.oracle.com/technetwork/java/javase/downloads/tzupdater-download-5... which you could try, but the bug report you mention implies code was updated to 6u91, so even if you update the data, some zones may not work properly.
