Luhansk & Donetsk, Ukraine
timeanddate.com reported that Luhansk and Donetsk, the two easternmost Ukrainian regions, did not switch back to EET with the rest of Ukraine on 26 Oct 2014 but are now "permanently" on MSK. However, the 2015b europe data file does not seem to reflect that. Hank Wisniewski, Austin, Texas, U.S.A.
This topic came up earlier, and at the time the situation was fluid enough (with warring adversaries in or near the cities affected) that I left things alone. The tz database technology isn't really up to tracking an active conflict without well-defined frontlines. Until things settle down the two sides can address any problems by using TZ='Europe/Kiev' or TZ='Europe/Moscow' on their computers.
