I did some more research on ISO date format, and discovered that the ISO 2014 standard has been superseded by ISO 8601:1988. The date format hasn't changed, however. You can find a summary of ISO 8601:1988 in ftp.uni-erlangen.de:pub/doc/ISO/english/ISO8601.ps.Z.
