The clocks on the article are a little confusing since it does seem to show 2AM to 1AM ... which is obviously wrong :) Or ignoring the arrow, and reading from right to left then 1AM Jumps to 2AM and I think I would read "as of one o'clock" to mean at one the clocks jump forward. But this is a fairly common problem with these announcements? They can be a little imprecise as to when the event happens ....

Thanks for following up on this. I installed the attached patch into the experimental tzdata distribution on GitHub and something like it should appear in the next release (which should be soon). This patch guesses that the new spring rule is March's last Saturday at 01:00, with no change to the fall rule; if you have any info that could help us improve these predictions please let us know.
Thank you Paul, With the political uncertainty there is, we cannot guess the fall, although I have sent people at ministry of IT and Telecom suggesting to keep a fixed schedule of last weekends of March and September for the switching.
