I just saw this update and need to add some detail I think. Africa/Cairo observes DST in 2016 from July 7 to the end of October. Guess October 27 and 24:00 transitions. (Thanks to Steffen Thorsen.) For future years, guess April's last Thursday to October's last Thursday except for Ramadan. Now, this may change next year but the current story from Egypt's government is that they will not be implementing DST until the end of Ramadan going forward.

For 2017-2019 this story would make sense (and is a change to our current prediction for those years), as it would eliminate a short, confusing period of DST from the last Thursday in April at 24:00 until just before Ramadan starts in May. For the years 2036 on, though, the story would not make sense, as it would mean no DST for most of the summer, and then a short period of DST just before DST ends the last Thursday in October at 24:00. Presumably the Egyptian government has not thought that far ahead.
Been looking and I cannot find anything official, just a couple of translated articles and none of them have anything about next year or beyond. For Egypt in 2017 Ramadan is predicted to start about May 27 Sat, a month after DST is scheduled on Apr 27 Thu, so not so short a period. Eid starts in Shawwal about Jun 26 Mon, so DST would not then start until Jun 29 Thu if they keep to the same day, or they could start DST right after Ramadan, a delay of 2 months in either case. Ramadan starts about 11+-1 days earlier each year, so delaying DST start in 2018 and especially 2019 would make more sense, but in each case that would delay DST by more than a month. In 2020 Ramadan starts only a day or two after DST is currently scheduled, so that delay is very likely, but when DST starts would likely depend on what they do this year and the next few, or as usual, on the whims of the politicians involved at the time. ;^> For 2036 on, it seems more likely that they would end DST sooner by a couple of weeks each year.
