What exactly do you need? America/Caracas, the timezone for Venezuela, changed to UTC-0430 on 2007-12-09 at 0700 UTC, as stated in decree-law 5693 [1] and as reflected on tzdata since 2007j. There is some misleading information (dated August 2007) stating that the timezone change was scheduled to happen on January 2008, but this did not happen. The official, yet maybe outdated source of information for the Venezuelan time is the Servicio Hora Legal de Venezuela webpage, a military-run service in Caracas [2] -- the last paragraphs before "Servicios" state the timezone change "A finales del año 2007..."
