Is that what it says on that page that you linked? (I don't speak French and google translate gives rather unclear results.) http://www.map.ma/fr/sections/accueil/l_heure_legale_au_ma/view They have it written in English here: http://www.map.ma/eng/sections/home/morocco_to_spring_fo/view It says there that "Morocco will resume its standard time on July 31, 2011 at midnight." Now they don't say whether they mean midnight of wall clock time (i.e. 11pm UTC), but that's what I would assume. It has also been like that in the past. Thanks, Petr Machata
My spoken French is not all that fluent, but my written comprehension is good enough for this: Rabat- L'heure légale au Maroc sera avancée d'une heure à partir du samedi 2 avril 2011 à 24h00, indique une source responsable du ministère de la Modernisation des secteurs publics. Le retour à l'heure normale se fera à compter du dimanche 31 juillet 2011 à minuit. L'heure sera retardée de soixante minutes à 24h00 samedi 30 juillet 2011. Un projet de décret a été élaboré à cet égard et sera présenté lors de la prochaine réunion du conseil de gouvernement. Translation: "Rabat--The legal time in Morocco will be advanced one hour beginning Saturday, 2 April 2011 at 24:00, says a responsible source at the Mininstry of Public Sector Modernisation. The return to normal time will take place (literally: do itself) starting Sunday, 31 July 2011 at midnight. The time will be turned back sixty minutes at 24:00 [on] Saturday 30 July 2011. A draft of an official statement on this matter has been drawn up and will be presented at the time of the next government council meeting." So it seems that at midnight Saturday the 2nd (= 2011-04-03T00:00:00) it will become 2011-04-03T01:00:00, local time in Morocco. The "fall back" time is ambiguous, though. 24:00 on 30 July and midnight on 31 July are the same time, namely 2011-07-31T00:00:00. Assuming the clocks are changing Saturday night, is it 24:00 _after_ the time change, or before?
