There have been discussions here before to the effect that TAI is the One True Time and all systems should be based around it. This neglects the fact that most of the world runs to UTC not TAI, and that the maintenance of the TAI-UTC offset on all machines is an impossible expectation. Your proposal has an important merit in that TAI-UTC tables are not strictly necessary.
