Is there a comprehensible explanation of this supposed bug or inaccuracy? My comments archived at <https://mm.icann.org/pipermail/tz/2012-May/017661.html> still apply. I still don't understand what changes you propose. Perhaps it would help if you sent a proposed patch, and a clearly written explanation, using full sentences instead of a sort of shorthand, and without assuming that the reader has a lot of background information about Russian geography or time zones. --apb (Alan Barrett)
People spend a lot of time on talking about pre-1970 data and the IANA time zone database maintainer on reshuffling it. At the same time post-1970 data is reported to be false.
