Can you please look into the question whether there was double daylight saving time in 1940/41 as claimed by http://www.astrolojidergisi.com/yazsaati.htm with footnote 1 and related ekler 3,4,5 ? It needs a Turkish speaker with understanding of time zone issues to clarify that.

This is also what I find: NO DST in 1979,1980,1981,1982 Besides resmigazete, I have also started to search newspaper archives. http://gazetearsivi.milliyet.com.tr (Milliyet) is free and searchable. Even without speaking any Turkish, I can confirm: The time change on 2 April 1978 (begin of DST) is announced on page 1 the day before. There is no such time change announcement on a further date in 1978, 1979, 1980, 1981, 1982. I have alaways checke the papers on the supposed data, and the day before. Thanks for all that work in tracking down legal citations for Turkish time from 1973 through 1985. I installed the attached patch to tzdb, to incorporate those citations. This doesn't affect the data, since the citations agree with the Oya Vulaş table that we just got data from, but it's better to cite the original sources than to go indirectly via Oya Vulaş.
