Any such list would be incomplete; who knows what TZ string is being used in some random server in Mongolia? I suppose that you could write a program that would go through the TZ database and output all the POSIX-style TZ strings equivalent to the current rules in use. It'd be a job, though. If you want just the Olson-style TZ strings, you can get a complete list of canonical names by inspecting the 3rd column of zone.tab.
