If it's that important for newlib perhaps we should just make it the default, under the argument that a POSIX-compatible prediction, even if wrong during Ramadan, is better than no prediction at all (as that will cause these clients to be wrong the whole year).

I installed the attached patches into the development version on GitHub to implement this suggestion. Please give it a try in your environment.
