tzdb normally labels a Zone with the most-populous location observing that zone; please see: https://data.iana.org/time-zones/theory.html#naming which says "Use the most populous among locations in a region, e.g., prefer Asia/Shanghai to Asia/Beijing." Also, Zone names like America/Sao_Paulo are not intended for inexperienced end users, and to some extent they're arbitrary. An application that requires an entry for Brasília can map it to America/Sao_Paulo as part of its user interface. The Unicode Common Locale Data Repository contains data that might be useful for that sort of thing; please see <http://cldr.unicode.org/>.
Population Projection Description This publication presents the results and the methodological aspects used in the preparation of the Population Prospejection of Brazil and of the Federation Units by IBGE. The population estimates now released incorporate the demographic parameters based on the 2010 Population Census and the latest information from administrative records of births and deaths. If the "normally" parameter used to define which city will serve as a reference for the time zone within the operating system is that of the most populous city, I ask: Why are there only seven locations randomly registered between cities and states, that exists even more than one city of the same state (state of Pará for example) among the seven currently registered, since Brazil has 27 states and 5570 municipalities and what, at least should be registered is the federal capital, whose name is Brasilia, reference for more than two hundred million Brazilians as official time? They're not random; each location represents a region whose clocks have agreed since 1970, and there are several such regions in Brazil, each with a distinct history. For more, please see: https://data.iana.org/time-zones/theory.html#scope

The most populous city in a time zone whose clocks have agreed since 1970 may now also be in a different country, and once a city has been designated, is unlikely to be changed, unless there are changes in the history of the clocks; see: https://data.iana.org/time-zones/theory.html
