In the absence of information I was reluctant to insert arbitrary transitions that change only abbreviations, as that would indicate a degree of knowledge greater than what we have. However it seems like the swotch to +9 done by those government setup by Japan in mainland China as well as Hong Kong were in the name of DST instead. Hong Kong's situation is also documented on HKO's website but I don't have relevant info about the Nanking government.

One could also argue that the choice of the same abbreviation for all occupied regions provides additional information. But I agree that the ice is thin here and that it is also a matter of style.

Well, it certainly was called the same as in Japan by the Japanese, and they determined the time scale. And the proleptic use of acronyms for time scales also is a deviation from the guideline of recording only the most popular English use at the time. For a while I thought that the abbreviations of tzdb could converge to some CLDR format in the English locale but this may not even be a useful long term goal. Yes, Indonesia introduced three time zones: Waktu Indonesia Barat, Waktu Indonesia Tengah, and Waktu Indonesia Timur on from 1964 (President decree number 243 year 1963). Before 1964, Indonesia used six time zones (President decree number 152 year 1950): Waktu Irian (GMT+9), Waktu Maluku (GMT+8:30), Waktu Sulawesi/Celebes (GMT+8), Waktu Jawa (GMT+7:30), Waktu Sumatera Selatan (GMT+7), and Waktu Sumatera Utara (GMT+6:30).

I tend to agree with you however I don't have formal documents (president decree year 1950 and year 1963) in my hand. Thus, I don't have legal reason for proposing tzdb abbreviation changes.
