The site http://www.presidencia.gov.br/CCIVIL/decreto/principal_ano.htm seems to be the "official" decrees site in Brazil, the site http://pcdsh01.on.br/DecHV.html is from the time service but apparently is storing a copy from the information of the site above (the DST information for this year was released first in the first site cited).
