Yes, things got a bit more complicated than usual as TZDB 2025a broke the postgresql testsuite. That blocked the migration to testing until postgresql got fixed. We could have reverted the change on the TZDB side, but given the timing was acceptable wrt the March 22 change we decided to wait.
This won't give Debian's users and downstream distros much time to update before their clocks start to go wrong on March 22 in Paraguay.
