Palestine Summer Time wrong ending date

There has been no recent updates from the government in this regard, I suggest to correct the end date accordingly.

Proposed patch attached. Since we are already predicting spring transitions on the last Saturday of March at 01:00, it seems logical to predict fall transitions on the last Saturday of October at 01:00. Time will tell. I will try to get a release out soon. Thanks for your patch. I installed it into the development repository, along with the attached tweaks to the comments, under the optimistic assumption that we can cut a release before the rule change takes effect.
