Note that until 1993 this ("CS") was the code for Czechoslovakia. ISO 2-letter code "YU" is changed to "CS", and ISO 3-letter code "YUG" is changed to "SCG". This happened 23rd of July 2003. I was informed about this by Andreas Moser from Germany. This will affect the iso3166.tab file and the zone.tab files, if not more places in the TZ database.
