A decree was issued in Paraguay (no. 16350) on 2/26/02 that changed the dst method to be from the first Sunday in September to the first Sunday in April.

Thanks for the heads-up and the reference. As usual, your list of contacts continues to amaze me. I'll assume that the switchover is at local midnight, since that's how we have Paraguay doing things in the past.
