We could draw an arbitrary line to keep the number small. For example, there are (I think) about 540 existing IDs in the database, including all the links. If you draw that line at population 500,000, there are a little over 1000 cities that qualify, probably meaning (rough guess) the addition of 700-800 links - less than 80KB. I can't imagine that's an issue for any current embedded system, is it?
