It is a known problem in 2011l, it is fixed in 2011m with the removal of the second MD line. Just add "Most locations" behind the second MD line if you want to run 2011l.

You are right. In the email with subject "[tz] Proposed time zone package changes (Fiji, Pridnestrovie Moldova)" it had the zone.tab fixed.
