According to the website <http://www.almasryalyoum.com/en/news/clocks-go-back-during-ramadan-and-then-...> Ramandan begins 2010-08-10 06:08, which is before 2010-08-10 23:00s. I think the point in time in the sentence "clocks will move back by one hour at midnight on Tuesday 10 August" should be interpreted as 2010-08-10 00:00.
