I think you're misinterpreting the data - you've missed the "2019 to max" rule of the second Sunday in April. That "max" part means that it continues until further notice. So basically in any given year (in the range shown), there are two rules active: one transition in April and one in September.

 

I would expect any established IANA database code to handle this with no problems. Here's the set of transitions generated by Noda Time, for America/Santiago between 2015 and 2030 for example: https://nodatime.org/tzvalidate/generate?version=2022g&zone=America/Santiago&startYear=2015&endYear=2030

Is America/Santiago not the right time zone for you? That has a currently-scheduled change to UTC-4 on April 2nd, according to the latest published version of the database (2022g).

 

Please could you give more information if that's not correct?
