yes... I can confirm this... and given that San Luis keeps calling UTC-03:00 "summer time", we should't just let San Luis go back to "Arg" rules.

In this way we acknowledge that San Luis is still using "Western ARgentina Time" and it got stuck on Summer daylight savings time even though the summer is over.
