Please change timezone *Europe/Kiev* to *Europe/Kyiv* because first variation is wrong.
The tz names are in the English language, and the most common usage in English for the city is "Kiev". It is like the tz name Europe/Rome, where the city is named "Roma" in Italian and "Rome" in English. That is, Kiev is one of the few special cities in the world with a different name in English than in its inhabitants' language. For more details, please see an earlier message on this topic: https://mm.icann.org/pipermail/tz/2016-April/023512.html which (among other things) says that Kiev is also called "Kænugarður"!
