I notice in Australia/Lord_Howe that the TZ environment variable in the compiled TZif file is:

    <+1030>-10:30<+11>-11,M10.1.0,M4.1.0

Are the signs backwards, i.e., should the signs between the angle brackets be the wrong ones and the offsets after the '>' be the right ones?
