This is what I got from the U.S. Embassy in Ulaanbaatar:

 

All of Mongolia is on one time zone. It is 13 hours ahead of Washington, D.C. or +8 GMT. Mongolia does observe daylight savings time. Ulaanbaatar (and Irkukst, Russia) share a time zone entry, with daylight savings time option, on Windows XP.
