But UTC is not the time at Greenwich. They happen to be the same right now (give or take a second or so) but won't be in a few weeks.

I think Etc/ is the right place for this; it's a special case zone rather than a geographical one.
Do you mean as a top level menu entry for tzselect, or in regard to the etcetera source file? If its the later, I question it due to the Theory file saying etcetera can be excluded. That would leave the database without a UTC file.
