Sources indicate that Abkhazia has observed Moscow time since at least 2010:
It's possible that South Ossetia has done the same. Both regions definitely changed to UTC+3 along with Moscow in 2014, and have remained in that time zone since then:
In Ukraine, the portions of Donetsk and Luhansk regions administered by separatists have observed Moscow time since 2014:
In 2022, the portions of Donetsk, Luhansk, Zaporizhzhia and Kherson regions administered by Russia also changed to Moscow time:
I understand that these changes are controversial, but the database does show Crimea in Moscow time since 2014, even though it remains under country code UA in file zone.tab. So I suppose that these other regions should be added as well, under codes GE and UA but showing their time zones observed in practice.
