gives several contemporary sources from which one can conclude that the switch in Europe/Brussels on 1892-05-01 was from 00:17:30 to 00:00:00, and not from 12:00:00 to 11:42:30 as is currently contained in tzdb.
Thanks. I installed the attached two patches about time in long-ago Belgium. The first incorporates a fix for the problem you mention, and also improves the citation for the 1914/1917 timestamps in Belgium. The second quotes the satirical song sung in Brussels in November 1914, which I mentioned a few days ago.
