Subject: [PROPOSED] Detroit observed DST in 1967/8

(Thanks to Alois Treindl for pointing out that the old data
entries were probably wrong.)

* northamerica (America/Detroit): DST was observed in 1967 starting
on June 14 at 00:01, and thereafter following US rules through 1968.
