I don't think this is an issue which only Tz community can make a decision on. This "Etc/UTC" defined also in CDLR data as an alias. See http://unicode.org/repos/cldr/trunk/common/bcp47/timezone.xml

Personally, I don't like the "EARTH/UTC" idea, it seems kind of ugly. Only UTC would be enough in my opinion.

Instead of using Etc/UTC as a Time Zone, I think that to use EARTH/UTC is a more elegant expression.
I think there are people who don't have a nacionality but they want to belong to a group.
This suggestion is because to say Etc is vulgar and EARTH is more appropriate for them.
