When Paraguay decided to move DST back to March in 2013, it appears that the database records this as 2013->max (i.e., permanent) but timeanddate.com recorded it as only applying to 2013.The page for Asuncion (http://www.timeanddate.com/worldclock/city.html?n=21) currently shows a DST date of 12 April, 2014.
Is the database correct or is timeanddate.com correct? I fully expect governments to flip-flop, but there should probably be a consistent date until an official law is passed.-Andrew
