The decree issued on 2013 (d.10780) about DST sets the date on the last Sunday of March as a permanent rule (that is, until next decree), so I guess timeanddate.com is incorrect.

The page for Asuncion (http://www.timeanddate.com/worldclock/city.html?n=21) currently shows a DST date of 12 April, 2014.

Is the database correct or is timeanddate.com correct? I fully expect governments to flip-flop, but there should probably be a consistent date until an official law is passed.
